Actually, it's one to use, one minter (with sales slips, cards, the lot) and one in a smaller case:
... which proves to my mind that these smaller cases, which usually hold a late regular 1912, were actually made for the Sun Ray - the razor sits flat. Perfectly flat.
As opposed to slightly on the wonk with the regular 1912 you usually find in one of these cases:
