Shaving with the heat

In my opinion, the decisive factor is the humidity which will accentuate the sensation of heat, so no matter if it's 25 or 35 degree Celsius, if the humidity rate is more than 50%, I would use whatever will feel refreshing (cold water, mentholated soap/AS, etc).

Do you not have mint overseas?

Well, we do (I can only speak for France), but not in everything.
Soaps (for men) are mainly lemony (lemon/orange) or woody scent based, in food essentially in ice cream or taboulé (tabbuleh, what is called 'couscous' in the fresh salads aisle in British supermarkets; couscous is close though), and in drinks it is mostly found in some teas/infusions or syrup (diabolo menthe: mint syrup+sparkling water), but definitely not at the scale of GB.
