interesting, thanks so much. from quick googles I had found this thread that said the razor was a standard service set but that the case could be from this french service set:

I've seen a few on eBay that look like this with the same handle and the case is more blue than green so that could just be lighting here.
also this thread that looked like it was as it came, not mix and match but then that was a long slot head. and this. etc.
I guess there are no standards but it's possible that one of these razors did originally come in the tin.
I actually have that little tech handle from the 40s set too. it came to me with no head or box so I put a new made in china super blue head on it and use it as my travel razor and really like it.

... and without that sweaty undertone that comes with, say, Davidoff Cool Water.A bottle of Brut Oceans.
I love ocean/aquatic fragrances and hadn't recalled smelling this one before, yet the smell was very familiar but not recently.perhaos soemone I used to know wore it.
Very nice scent in my opinion.
Everything smells sweaty when a sweaty barsteward like me wears it!... and without that sweaty undertone that comes with, say, Davidoff Cool Water.
these arrived today and I'm chuffed. not sure why but I didn't expect the case to be so small. it's blue on the outside and greenish on the inside. really nice considering how old it must be.Ah! Good spot. Actually, the thread you posted looks far more blue to my eyes, so yes ... very likely the light.
Mr Razor also shows this alternative Service Set which sports the handles that your have:
I've also seen mentioned the fat handled techs are some of the best shaving. maybe the flat-bottomed plate, fat handle is even better but this seems pretty great. nice weight to it and the handle is comfortable. plating is almost perfect. really looking forward to giving this a try tomorrow.
