No, there's a reason brushes have flat bottoms. It makes no difference to the drying process, you may think that gravity will help it drain if you hang it, but capillary action will work against that. Give it a shake and a brush on a towel and it'll be good.
 
Shake it, brush it and leave it to stand - job done. When it is dry it gets put in a toilet roll tube to keep neat and tidy (Thank you @kevyshaves for that tip)
