Are you asking for a recommendation of a good one, or asking whether it's worth using one?

Personally I don't bother with anything special I just wash my face with whatever Shower Gel I am using in the morning shower before I shave.
 
I use a Noxzema plus various oils preshave that I make up. Soften the beard(should any ways) and cleans out the pores(should). Seems to work. And it doesn't cost me much to makeup.
 
I always shower before shaving and, since starting to cold shave, use Waitrose Glycerine soap (don't like the small of Mr Glo). Softens the beard and softens the water.

I anticipate using pre-shave oils again come winter time and warm water shaving but will still wash them out with glycerine soap.

It's part of my ritual and definitely softens the water - I think it makes for easier shaving.

Ecosopia liquid glycerine soap or Lanzaloe glycerine Aloe vera soap, however with a history of skin probs I use them whether I'm shaving or not.

If your soap softens water then I'd go see a patent lawyer quick.

Soap doesn't soften hair water does otherwise barbers for generations have been wasting their time prepping with a hot towel, by all means use something to degrease the beard if you feel the need.
