Badger hair - variations in softness

Some of the hair in brushes tends to feel a little "scritchy" when dry. But very soft when wet. My Plisson High Mountain White is "scritchy"" So is my Simpsons 90th LE Astor. And I noticed this with other brushes. My first New Forest 2 band was very soft even when dry. I noticed some scritchyness among my latest batch of two band knots. So I asked my supplier for an explanation. Here it is verbatim:

"I am afraid that is because the hair was produced in winter. The grease in the hair lost more when we wash it in the hot water in the cold weather."

His English may not be perfect but I think he means that the need to use hot water in extreme cold conditions leads to a loss of grease in the hair which makes the hair feel less soft when dry. It seems to make no difference to the softness of the hair and tips once soaked in water and used for lathering.
