Actually, in the UK, aftershaves include perfumes>edp>edt>edc>ef. Real eaux de cologne (2-4%) are quite rare (I have seen some Yardley's in a Boot branch once, but they were destined to women). Another thing is that (in France for instance) aftershaves (après-rasages) will only designate lotions (close to EdC) but composed of additional antiseptic agents (like the lotions by Boots or Superdrug for example). EdC are very common in France (the Roger & Gallet EdCs sold at M&S are very good and are somehow unisex), and we use them to clean/wipe after cleaning/shower.
