Why do some blade manufacturers insist on using bloody superglue and one layer of paper to wrap blades???

This often comes up as a pet hate.
Personally it's never bothered me but then I've never cut myself as a result of it.

I seem to remember reading "somewhere" that some manufacturers (in particular Feather) fix a blade within its paper cover to stop potential movement during shipping (possibly to stop blunting or some such reason?).
I agree with TobyC - the Feather packaging used to slightly exasperate me but now grasshopper I am at one with the wax.
