Starting off with a non-shaving acquisition as I really like it - and it was $4 :)

According to the writing on the back it's from Toronto, Canada.
Nah, the original price was $1.09 - and that was for the pack of blades (that someone later nicked) - the razor was a free gift at the time :)
The red sticker in the upper left shows it being reduced from $1.09 to 74 cents.
Guess it didn't sell too well.

Gotcha, they were cheap weren't they! Shame they aren't that price now! Isn't this the second L4 you have recently acquired? What's the difference between the two?

I'm far from a Schick expert - for that we'd have to summon @Fergiebilly but the black and chrome should be an I2 and the blue one an L4. The handle shapes are quite different.
