I saw the burgandy/yellow pack for sale in shop in India (that only sold supplies to barbers) and they seemed to be the cheapest blades sold in India. I can't know for sure, but I have some of the lower tier DE blades are used by barbers not for shaving but for tidying up hairlines with a shavette.
In India, I seemed to get the impression the sharper the blade, the more expensive it is, with the Gillette 7 Black being 55 INR for 10 blades.
FWIW, I don't think it's made by Supermax, but the best subcontinent blade I have used is the Lancet Super Platinum; it's similar to the Gillette 7 Black but a little smoother. Worth trying via ebay for 5 for 99p. I know

It seems to be the best blade I have used for my Gillette Old Type, and Souplex Bakelite razor.
